SMARTPAY
Municipal taxes registered, collected and verifiable.
With SMARTPAY, Smartek registered taxpayers and collected municipal taxes by electronic payment for the Mairie du District de Bamako. The contract is signed, the service was delivered and the results are measured.
Zones assigned to Smartek in Commune V. Census: July 2022. Collection: from mid-August 2022. * Figure from the campaign report.
The problem
A town hall cannot collect from taxpayers it does not know.
Decentralisation gave local authorities powers and financial autonomy. That autonomy rests on collecting local revenue, which remains their main challenge.
The Mairie du District de Bamako set out to modernise: a new taxpayer database and new collection processes, built on electronic payment.
Mairie du District de BamakoDelegating authority · campaign run in Commune VThe mandate
Under a partnership agreement, the Mairie du District de Bamako delegates to Smartek the collection of municipal taxes and fees on equipment and persons, and the creation of a database of everything collected.
The process
From census to payment into the town hall’s account
Geolocate
Each point of business is recorded, photographed and placed on the map, with its activity and its category, which sets its tariff.
Forecast and bill
The database gives a revenue forecast and a pre-set bill for each taxpayer.
Visit and collect
The agent visits the taxpayer. Payment is by mobile wallet (Orange Money, Mobicash, Wizall Money) or bank account, with an electronic receipt.
Remit and report
End-of-day report, follow-up against forecast, payment into the town hall’s account and a revenue summary against budget.

Every visit is documented
The taxpayer’s record carries a photo, activity, category, name and telephone. At each visit, the agent records the outcome:
- payment made
- absent
- asked to come back
- refused to pay
- already paid, on a receipt from the old manual system
What Smartek delivered
A complete service, not a piece of software.
- Collection through a network of collection points, by mobile wallet or bank account
- Electronic communal register of economic operators, with a dedicated register for small traders
- Recruitment and training of collection agents and supervisors
- Platform and subsystems: issuing, payment, key assignment, electronic certificates
- Data archived in a data room located in Mali, in line with personal-data legislation
