BUILDING PERMIT

An integrated national platform for building permits.

Designed by Smartek for the Direction Nationale de l’Urbanisme et de l’Habitat, the town halls and every service that reviews a permit application, under a contract signed with CTRCA and financed by UNDP.

The problem

A paper procedure that loses documents and time.

Population pressure and the risks of an uncontrolled land policy led the Government of Mali to equip itself with a reliable tool for managing building permits.

The procedure in force has three major weaknesses:

  • documents lost while the file is under review;
  • no view of the application’s progress for those involved;
  • long processing times.

The regulations provide for a permit within 19 working days. In practice the services do not meet to decide: the file travels from service to service, often carried by the applicant in person.

The mandate

CTRCA – UNDP PAGEDD contract, 2021 annual work plan, signed on 17 August 2021: design of a platform for registering and collaboratively processing building-permit applications, taking connectivity constraints into account.

The workflow

Four actors, one file

The permit regulations set the processing rules. Each step is assigned to a named actor; tasks, data and exchanges follow one another in a set order, from opening to closure.

The applicant

Files the application, pays the fee against a receipt, follows progress and receives notifications.

The town hall

Creates the file, records the payment, scans and uploads the documents, then sends complete files in batches. It issues the decision order and delivers the permit.

Urban planning (DRUH)

Checks the file, sets the type of review, selects and notifies the technical services concerned, gathers their observations and gives its reasoned opinion.

The technical services

Only the services concerned are notified. They consult the file and record their opinion directly in the platform.

What Smartek delivered

A workflow-management application.

  • Permit application by the applicant and file opening by the town hall or local authority
  • Collection and tracing of processing fees by the local authority
  • Digitisation: document check, scanning, preview and upload
  • Review by the Direction Régionale de l’Urbanisme et de l’Habitat, with deliberation and opinion
  • Technical opinion of the external services, entered in the platform
  • Town-hall decision, notification, issue of the permit, appeal, closure and archiving
  • Four user profiles: administrator, municipal operator, DRUH officer, technical services

For the applicant: the platform guides step by step, no paper document is required, progress is visible at all times and every decision is notified at once.
