Local content in Côte d’Ivoire: what Law No. 2022-408 means for supply.
A plain-language explainer of Côte d’Ivoire’s framework for oil and gas activities, and how Smartek works within it.
The concept
A share of the value that stays in Côte d’Ivoire.
Local content is the share of the oil and gas sector’s spending, jobs and skills that goes to Ivorian companies and Ivorian workers.
With the Baleine and Calao discoveries and Abidjan’s role as a regional hub, Côte d’Ivoire has given the sector its own local content law, with annual targets and jobs reserved for Ivorian nationals.

The legal framework
What Côte d’Ivoire’s law says
Law No. 2022-408 applies to all oil and gas activities in Côte d’Ivoire. The points that matter to a supplier:
- Ivorian company. A company with at least 51% of its capital held by nationals and its real head office in Côte d’Ivoire. An “Ivorian-law company” is simply incorporated and registered in the country.
- National preference. Where offers are equivalent, contracts go first to Ivorian companies, then to Ivorian-law companies.
- Four activity categories (A, B-1, B-2 and C). They range from activities reserved for Ivorian companies to activities open to all, including activities open to Ivorian-law companies or subject to a partnership.
- Prior approval. Every subcontracting, service or supply company in the sector must hold an approval (agrément). Applications go through the digital local content platform.
- Jobs and training. National preference in recruitment, measured by the Local Personnel Index (IPL), with a training or mentoring programme. Local spending is measured by the Local Expenditure Index (IDL).
- Plans, reports and penalties. Quantified local content plans and periodic reporting. Fines of 500,000 to 200,000,000 FCFA, doubled for repeat breaches, and suspension or withdrawal of approval.
